Sergio joined IPD Latin America in 2012. His expertise as a Consultant has focused on political, social and regulatory developments within Colombia, and how they affect the country’s energy industry, including the renewables and oil and gas sectors. He has extensive regional expertise in community issues, regulatory developments and security. As a member of IPD’s renewable energy team, Sergio has focused on monitoring regulatory developments and identifying emerging opportunities. Prior to joining IPD, Sergio worked in the Bogota-based offices of Control Risks as a political and security analyst and researcher. During his three years with the company, he was responsible for providing in-depth analysis of Andean Region politics and security, as well as regional analysis in Colombia for the power, mining, infrastructure, oil, and gas industries. Sergio holds a Bachelor of Arts in Political Science from the Pontificia Universidad Javeriana in Bogota, Colombia. He also holds a Master of Arts in Global Studies from the Universities of Wroclaw (Poland) and Leipzig (Germany).

Ms. Navarro joined the firm in 2010 and is the Director of the Infrastructure and Public Utilities Practice Group. She has advised many companies along the different activities of the energy sector using conventional and non-conventional sources, as well as natural gas. Among others, Claudia has wide experience in contract’s structuring, including but not limited to, BOOMT, PPAs and connection agreements and all matters related to electricity retail and natural gas production.

She is an expert in regulation of the electric energy and natural gas services and she has been recognized as a distinguished attorney by various sectorial associations such as: ANDESCO, ACOLGEN, ASOCODIS, and ANDI. She has actively participated in the process of consolidation and recognition of the Infrastructure, Energy and Natural Gas practice, accomplishing to position it in national and foreign market.

Ms. Navarro holds postgraduate degrees in Public Management from Los Andes University and Contractual Law from Externado University. Moreover, she holds a Master’s Degree in Constitutional Law from the Centro de Estudios Políticos y Constitucionales of Madrid and undertook her PhD studies in the University Rey Juan Carlos in Madrid.

Currently, Ms. Navarro teaches the course of “Infrastructure: regulation and finance” of the faculty of Law of Los Andes University and “Public, construction and concession agreements typology, infrastructure and public utilities” of Rosario University.

Law graduate (J.D) and Master in Law from the Universidad de los Andes (Colombia), LL.M in Environmental and Energy Law from K.U Leuven (Belgium), Specialist in Environmental Law from UFRGS (Brazil), Specialist in Electricity and Gas Regulation from the University Externado de Colombia (Colombia).

Member of Brigard Urrutia since 2014, Mr. Tejeiro currently leads the Environment and Sustainability Practice within the team of Natural Resources and Environmental Law. He is also a member of the Infrastructure and Public Utilities team of the firm, where he advises clients on Renewable Energy and Energy Efficiency projects.

He has served as legal counsel, researcher and lecturer in matters related to environmental law and renewable energy in Colombia, Switzerland and Brazil, occupying various positions in the real sector, NGOs, research institutes and law firms. He is author of several publications in Colombia and abroad in environmental and renewable energy law, and is currently professor on sustainability matters within several universities across Colombia.

Santiago joined the Astris team in February 2016 as Managing Director. During his more than 20 years of experience he has developed a unique blend of experience encompassing both the corporate as well as banking perspectives, with a very strong expertise in project finance, debt/capital markets, M&A, project development and private equity. His industry expertise spans the oil & gas (pipelines, LNG, E&P), infrastructure (ports, toll roads), power (generation and transmission) and mining sectors.

Mr. Pardo began his career at Citibank Colombia in 1991, moving to New York in 1997 where he worked for 11 years at Citi’s Infrastructure and Energy Finance Group. From 2002 to 2008 he was the Director leading the team originating and executing transactions in Latin America, reporting directly to the global head of Infrastructure and Energy Finance. During this time, he was directly responsible for closing over 20 transactions in 12 different countries in the Americas, raising over USD 8 billion in funding from multiple sources (banks, international and local capital markets, ECAs and official agencies).

He moved back to Colombia in 2008, where he transitioned into the corporate side, serving as Project Finance Director for Reficar and Managing Director for Infrastructure and Energy of Abacus Capital, a local asset manager. Most recently (2014-2016), he served as CFO of La Luna Resources, an E&P company developing conventional and unconventional resources in Colombia. Prior to this (2011-2014), he was CFO of TGI, the largest natural gas pipeline company in Colombia. For these last two roles, he was selected as CFO by major private equity investors backing these companies and was responsible for corporate finance, investor relations, accounting, treasury, financial planning, M&A and new business development. He personally led the refinancing of TGI’s USD 1,125 million debt in the international capital markets, and assisted CVCI in their successful exit of this investment for USD 880 million.

Mr. Pardo holds an MBA (with distinction) from the Johnson School at Cornell University, as well as B.S. in economics from Universidad de los Andes in Bogotá.

He is fluent in both English and Spanish and conversational in Portuguese.
